A pilot programme involving 60 PCTs is underway, to understand how budgets can benefit patients, what they could be spent on and how best they should be implemented.
The evaluation of the pilots is due in the autumn and the DH has identified £1.5m to be made available to support the first stage of a roll-out.
People whose care needs are funded via the NHS Continuing Healthcare scheme, or those with a range of long-term conditions, are involved in the pilots, which will inform decisions on the roll-out of the programme.
