In an address made to right wing think tank the Policy Exchange, Mr Hunt said that, by 2015, GP surgeries should enable patients to access their health records online and should be able to email referrals instead of sending letters. He claimed this could save £4 billion, free up staff time, help patients take control of their care and cut inappropriate appointments
