The proposal outlines plans to create what unions describe as 'a pay cartel'; they warn it intends to cut pay by moving away from the national AfC framework.
An alliance of 15 unions and professional organisations, including the RCN, Unison and Unite, is fighting the changes, which they say will have 'a devastating effect'.
Dorothy Fogg, chair of the Joint Unions Health Officers Forum for the south west, said: 'This scheme will divert money from patient care, destabilise the workforce and damage the local economy.'
