Final authorisation decisions for 35 CCGs in the first wave of authorisation are expected from the NHS Commissioning Board on 5 December. England's 211 CCGs will be responsible for commissioning once PCTs are abolished in April 2013.
There are three authorisation outcomes for CCGs: 'authorised'; 'authorised with conditions'; and 'established but not authorised'.
Shadow CCGs 'established but not authorised' will have the same legal status as those 'authorised with conditions' and are still statutory bodies, but not able to carry out statutory duties, so must make arrangements with neighbouring CCGs.
